Other than nicotine, what exactly is being inhaled if one smokes an ‘electronic’ cigarette?

There are four major constituents commonly used to create the vapour.
PG, VG, Nicotine, and flavouring. (There is a fifth but that is nothing like as common – PEG)

PG – Propylene Glycol  A  moisturizer in medicines, and a solvent for food colors and flavorings.  http://en.wikipedia.org/wiki/Pro…

VG – Vegetable Glycerine, again chiefly used in medicines and the food industry.

Nicotine – the primary active ingredient – Currently, nicotine is a permitted pesticide for organic farming, amongst other things.

Flavourings – many and varied proprietary flavours can be added, or not as the user chooses. These are all to food industry standard, mixed and blended.

PG is usually the highest percentage constituent, and used to be frequently used in vapour form as a sterilizer in hospital wards.
